Apparently RexDameon is working on one, no idea how the progress is. Rocktropia Map(mobs)
Maybe you should poke on him to finish it! Lately there seem to emerge more mobs here and there.

The stereo jackers I've seen tend to be 4,5 or 6. The biggest concentrations of them tend to be in Tangerine or Harlem, but you can also find them near the RT Records building and the road between COD and the Mulholland drive tp. I have not seen forum whiners?

Levels don't really help much. I'm low level, though. The space between what you know and what is has been made smaller by this change, but it hasn't totally removed the hills and valleys.
Isn't this what the InvestaFoe ES100 is for? Doesn't it show defensive(s)?
In a way I don't like this direction. When hunting part of the reward is knowing the terrain and knowing one creature from another. All of the little things are what make it special. Like how one mob will aggro and another won't or how one moves fast and another doesn't or how one moves a lot and another doesn't. And so on. I want more of that, not less. These kinds of things are harder to put on a scanner because of how they combine with everything else in the world in a temporal way, but they raise the bar for what a hunter needs to know to be effective.
Bottom line, a single number to represent difficulty is far too simplistic. Further, it will set player expectations for future circumstances. We may as well throw in the towel. Game over.
Why does everything have to be in easy reach? How is that fun? For me it's the reaching that's fun.
A simplistic EU is indistinguishable from a casino. I mean, if it weren't already.

There is still differences between two Lxx mobs that you can't tell by just looking at the number it has in front of its name.
The reason why this was introduced (I think) was because of the mobs that appeared that only had one name regardless of its maturity.
I like this introduction was good, it makes things easier but far from too simple. It lets you quicker realise what maturity is more difficult if you encounter a new mob where you're not familiar with its maturity naming.
