hmmmmmmm, I like that about the war bond. They require a use though, that could justify a potentially higher market values for players, like access to bond holder only areas and/or perhaps be redeemable for something uber/rare like tokens (tt for tt, for example a trade for an unlimited Sharpened Shank 1500 ped minimum condition, @ or near "broken" when you get it, would require 300 war bonds @ tt = 5 ped handed in to a NPC. A nice little cycle for building and retaining tt values in game. Bonds can be recycled as bps once the NPC removes them from the table and available items can be rotated in to control how available an item is. The Shank here will likely never meet the trade terminal). Another item for redemption could even be the next higher series of bond. 20 crafted bonds trade for a single 100ped tt Gold Bond, 10 Gold bonds trade for 1 Platinum Bond 1000ped tt value, etc, all with increasing access levels to special areas. Even without all that, a use that would make them valuable to buy, hold, and/or sell would increase their desirability, as it is they are just tt food that makes for a nice desk display. So, player retention of them as a "loan" device at this time is probably almost nil.
As far as needed/desired BPs go, how about Police Spike Strips (L) to disable vehicles, maybe even in any zone since it doesn't harm the passengers? 1 use stackable that completely disables (full SI loss) any vehicle that hits it. It could be like the warp mine that disappears after sometime without detonation. Maybe a sort of force shield or chain-link fence would be better so it could get the flying ones swooping in, too?
